India Prepares Draft Rules for E85 and Higher Ethanol Vehicles

The government moves to set test standards for flex-fuel vehicles that run on E85 or more blends as it accelerates ethanol adoption for energy security

The Indian government will soon issue draft rules on test requirements for E85 vehicles. This notification updates earlier standards and covers blends up to E100.

This step matters as it encourages manufacturers to develop flex-fuel vehicles. It aligns with national efforts to increase ethanol use amid global oil supply concerns.

Regulatory Update and Background

In December 2022, the road transport ministry notified test requirements for vehicles running on E5 to E85 fuel. A draft notification in June 2025 proposed changes to allow E85 or more. The new rules build on that foundation.

Implications for Mobility Systems

The rules focus on vehicle certification for higher ethanol blends. Vehicles need modified engines and fuel systems to handle the blend safely. This creates a pathway for wider production of flex-fuel models.

India currently uses E20 petrol across the country from April 2026. Higher blends like E85 require separate infrastructure and compatible E85 vehicles. Oil marketing companies will need dedicated pumps for these fuels.

Beyond the Spec Sheet

E85 vehicles allow drivers to switch between ethanol blends and petrol based on availability. This improves access to fuel in regions with strong ethanol supply from sugarcane and other sources.

Fleet operators gain options to reduce running costs when ethanol prices remain competitive. Long-distance movement becomes more reliable as vehicles adapt to different fuel mixes without performance loss. Urban goods transport benefits from reduced dependence on imported petrol.
